WINTER WEATHER RESPONSE

City crews actively monitor forecasts and road conditions ahead of winter weather. When conditions allow, roadways are treated in advance to improve safety. The City will begin brining roadways when roads are dry ahead of a predicted snow or ice event.

To ensure emergency access and public safety, snow removal follows a priority-based system. Snow plowing begins when snow accumulation reaches two inches, or a significant or extreme snowfall is forecast.

SNOW REMOVAL GUIDELINES & LIMITATIONS: 

• Snow removal takes time, especially during heavy or continuous snowfall

• Requests for clearing specific streets can only be taken after the snow event has ended and priority routes are cleared

• City trucks plow city-maintained roads only

• City trucks may travel on county or state roads with plows raised while heading to assigned city routes

• Vehicles parked on the street can prevent plows from clearing roads effectively

• Streets with vehicles parked on both sides may be inaccessible to plows.

• Often times during a heavy snow, it is difficult for crews to determine where the curb and gutter is on the road.

• The City cannot clear private driveways or entrances

• Do not push snow from driveways or parking lots into the street, as it creates hazardous driving conditions

HOW SNOW PLOWING WORKS:

• The City is divided into four work zones
• Each zone includes Priority 1–4 routes
• Plowing begins when snowfall reaches two inches, or sooner if significant accumulation is predicted
• Crews work 12-hour shifts, 24 hours a day during active snow events

SNOW REMOVAL PRIORITIES:

Priority 1 (P1)

Main roads connecting:

• Hospitals and emergency services
• Fire and EMT stations
• High-traffic and critical access routes

Priority 2 (P2)

• Remaining arterial roads
• Designated bus routes
• Roads near schools

Priority 3 (P3)

• Collector streets
• Major neighborhood connectors

Priority 4 (P4)

• Residential streets
• Subdivisions and neighborhood roads

During heavy snowfall, crews may need to remain on Priority 1 routes to keep them open before moving to lower-priority streets. Residential streets are addressed after higher-priority routes are cleared.
